I have audited the Statement of Assets and Liabilities of the Commonwealth of Dominica – Consolidated Fund and other related statements of accounts for the year ended June 30th 2007, as presented by the Accountant General.
By Section 17 of the Financial (Administration) Act # 4 of 1994, the Accountant General is responsible and authorized to prepare and present the fi nancial statements of the Commonwealth of Dominica – Consolidated Fund.
My responsibility as Director of Audit is to express an opinion on those financial statements based on my audi t in accordance with the provisi ons of Section 83(2) of the Constitution of the Commonwealth of Dominica and the Audit Act # 5 of 1994.
I conducted the audit in accordance with generally accepted audi ting standards along with guidelines established by INTOSAI on gov ernment's audits, which require that I plan and perform the audit to obta in reasonable assurances as to whether the financial statements are free from material misstatements.
The audit procedures included examination on a test basis, of evidence supporting the amounts and other disclosures in the accounts and the evaluation of accounting policies and estimates. These procedures have been undertaken to form an opinion whether in all material respect, the financial statem ents so presented are in agreement with the accounts and records of the Treasury, Mi nistries and Departments and present a fair view of the financial transactions of the Gove rnment. I believe that my audit provides a fair basis of my opinion.
During the course of my audit, I was not subj ected to the control or direction of any other person or authority.
In my opinion, except for concerns raised in Notes 5(iii), 6, 10 and 14, the Financial Statements for fiscal year 2006/2007 pres ents properly, a true and fair view of Government of Dominica – Consolidated Fund financial transactions as processed through the Government Treasury.
